Academic requirements

Minimum academic requirements for admission:

A bachelor’s degree from an accredited university or college with a grade point average of 3.2 or higher. 

If your GPA is lower than 3.2, you can request a waiver of GPA requirement in one of three ways:

  • If you have at least 2 years of relevant work experience
  • By submitting official test scores from the GRE, GMAT, or LSAT that meet the following criteria:
    · A combined score of 300 or more (verbal and quantitative) on the GRE or
    · A total score of 500 or higher on the GMAT or
    · A total score of 150 or higher on the LSAT
  • If you have already earned a master’s degree from an accredited college or university in the United States or if you have completed an O’Neill graduate certificate with a 3.5 GPA or higher

A bachelor's degree from an accredited college or university. Letters of recommendation are not required when applying to a certificate program, though a personal statement and résumé must be submitted. 

Priority deadlines

  • March 1: Deadline for all applicants pursuing merit-based financial aid

Fall admission

  • March 15: Deadline for international applicants
  • May 15: Deadline for domestic applicants

Spring admission

  • September 15: Deadline for international applicants
  • November 15: Deadline for domestic applicants

Summer admission

  • March 15: Deadline for international and domestic applicants

Steps to apply

O’Neill IUPUI requires the following materials:

  • Official transcripts from all colleges and universities attended. Students who have taken coursework on any Indiana University campus do not need to submit an Indiana University transcript.
  • Complete personal statement and departmental question sections on the application.
  • One letter of recommendation
  • Résumés are required for all programs.

Applicants can submit their personal statements, letters of recommendation, and resumes through the eApp process. Transcripts will be kept on file until we receive your online application. Send transcripts to:

To apply for graduate programs within the Paul H. O’Neill School of Public and Environmental Affairs at IUPUI, you will use the University Online Graduate Application.

Select O’Neill School of Public and Environmental Affairs as your intended program and plan. This directs your application to the O’Neill School. If you select a different program, your application will not be available for us to review.

Please be prepared to pay the $70 application fee when you complete and submit your application. This fee is subject to change.
